As a result of Council's vision and desire to ensure services provided to the Bankstown community were of the same quality and value for money as the private sector, Bankstown Council established the Civic Services Group (CSG) in 1996.

Council did this by establishing its service providing arm as a separate business unit, and requiring this unit to compete for much of Council's work. The unit became CSG and the door was also opened for CSG to compete for work outside Bankstown Council. This not only created an external source of income for Council but also further tested whether CSG's services were up to standard. To be successful externally, CSG would have to provide the highest quality, value for money services.

The results have been exceptional with CSG proving successful in the open market and continuing to attract new clients.

A variety of services are now provided to more than 20 Councils, a number of government departments, universities and a number of private sector companies.

CSG returned a profit of $3.4 million to Bankstown Council over the past four financial years.

CSG prides itself on being innovative and focused on customer service and quality. In February 2002, CSG obtained quality certification under ISO9001:2000 Standard for all business units. In September 2003, CSG obtained certification under the ISO 14001:1996 Standard for its Environmental Management System (EMS) and the AS/NZS 4801: 2000 Standard for its OH&S system.

An integral part of CSG's EMS has been the development of its 'Towards Sustainability Report'. This report documents how CSG is managing the environmental impacts of its activities. It provides a record of CSG's environmental achievements with respect to environmental improvements, legislative compliance, and innovative work practices.

The management and staff of CSG are proud to be a part of Bankstown City Council and they desire to deliver best value services to residents and external clients.

An excellent example of CSG's success is Civic Approvals, which continually ensures Bankstown Council is one of the State's most efficient Councils for the processing of Development Applications while also earning in excess of $2.5 million gross from external sources per annum.

Services provided by CSG include approvals and building regulatory services, civil and drainage design services, waste services, park and building maintenance services.

Special Achievements

Civic Roads' Tom Yelland and Joseph Reginald were the winners of the E.J. (Ted) Hooper Medal for Best Paper at Institute of Public Works Engineering of Australia conference in Hobart (2003). They outlined the experience of moving from a reactive, complaints driven system of road maintenance to one involving inspection of assets, recording of defects and programming of maintenance works.
